If there is a local ordinance, failure to obtain a building permit can create many problems. You could find a stop work order issued and have to pay additional fines in addition to the permit fees as well as pay to undo some work to permit inspections or to hire a private engineer to certify the work. If a permit is not pulled, you cannot get final certification, and none of the required inspections are performed. Inspections are performed to check compliance with building codes and are important when reselling a home.
